  • Kenny Smith

    Kenny began his law enforcement career in 1997 as a corrections officer before attending and graduating from the Arkansas Law Enforcement Training Academy in 2006. Over his career, Kenny has served in several law enforcement capacities, including as a patrolman, patrol supervisor, detective, and jail administrator before retiring in 2018.

    Kenny began working at the Arkansas Coalition Against Sexual Assault in 2019 as their Law Enforcement Training Director and as the state COSAR Program Director. Through his work at ACASA, he provides free and state certified training to law enforcement officers, agencies, and academies across Arkansas on how to best respond and investigate sexual violence cases in a victim- centered and trauma-informed manner. In addition, he also travels the state developing and implementing COSAR (Community Onboarding, Safety, Awareness, and Response) programs.

    Kenny is a certified Crime Scene Technician, Professional Law Enforcement Instructor, Certified Forensic Experiential Trauma Interview Practitioner, as well as served on the Board of Directors for the Arkansas Coalition Against Sexual Assault. In 2023, Kenny become the Co-Founder and Lead Trainer for K Training & Consulting, LLC. where he focuses on bridging the gap between law enforcement and the community by providing trauma-informed and victim-centered training and consulting nationally.

  • Detective Joseph Scaramucci

    Human Trafficking Unit in McLennan County

    Detective Scaramucci (RET) began his career in law enforcement in 2004, and was promoted to Detective in 2008 with the McLennan County Sheriff’s Office, investigating Crimes Against Persons. Since creating a Human Trafficking Unit in 2014, Detective Scaramucci has conducted sting operations resulting in the arrest of more than 680 sex buyers, more than 100 online child predators, and 163 individuals for human trafficking and related offenses, which has led to the identification of 285 trafficking victims. He has further assisted local, state, and federal agencies with operations; support, leading to the arrest of more than 300 sex buyers. In 2023 Detective Scaramucci began working as the Director of Law Enforcement Training and Operations for the non-profit Skull Games, Inc, continuing to conduct operations and investigations as a Deputy Sheriff.

    Detective Scaramucci has worked both state and federal investigations as a Task Force Officer with H.S.I., leading to investigations and arrests throughout the U.S. He further advises and participates in sting operations throughout Texas, the U.S. and abroad. Detective Scaramucci is certified in Courts of Law as a Subject Matter Expert in Human Trafficking. He has further advised and testified in the State House and Senate, assisting with the creation and passage of laws leading to harsher penalties for human trafficking, as well as working against laws that would have added further burdens on victims.

    He is further employed as a consultant, contracted to provide training and technical assistance for numerous Department of Justice-funded Enhanced Collaborative Model task forces, as well as other national and international anti-trafficking organizations. He has trained 726 agencies throughout 45 states, 33 federal and DOD agencies, as well as law enforcement agencies in 15 countries, and provides technical support for their human trafficking operations and Investigations.

  • Justice Debra H. Lehrmann

    Justice Debra H. Lehrmann is the Senior Justice on the Supreme Court of Texas and the Supreme Court’s longest-serving female justice in Texas history. She has more than 35 years of judicial experience, including 23 years as a trial judge in Tarrant County prior to her appointment to the Court. She also serves as the Court’s liaison to the Children’s Commission, the State Bar Family Law Section, and the Family Law Council.

    Nationally known, she is a past chair of the Family Law Section of the American Bar Association, a commissioner on the Uniform Law Commission, a member of the American Law Institute, and a fellow of the American Bar Foundation. She has also been an active leader in the Texas legal community for many years. In addition to her national work, she served as the inaugural chair of the State Bar of Texas Child Protection Law Section and is an emeritus member and past president of the Lloyd Lochridge Inn of Court in Austin, an emeritus member of the Eldon B. Mahon Inn of Court in Fort Worth, a past president of the Texas Chapter of the Association of Family and Conciliation Courts, a member of the Texas Bar College, a fellow of the Texas Bar Foundation, a charter member of the Tarrant County Bar Foundation, and a past president of the Tarrant County Young Lawyers Association. She has also served on the Advisory Board of Tarrant County Dispute Resolution Services.

    The recipient of numerous awards and recognitions over the years, Justice Lehrmann most recently received the 2022 Champion for Children Award in recognition of her years of dedication to helping abused and neglected children. She received the 2021 Texas Women Lawyers Pathfinder Award, which is given to individuals who have been a champion promoting the advancement of women in the law and who exemplify professionalism, leadership, and commitment to the public interest. In 2020, she received the Child Protection Law Section Founder’s Award in recognition of her significant contribution to the establishment of the section. She received the Tarrant County Parenting Center’s 2011 Hand-in-Hand Award for outstanding contribution to improving the lives of children and families, and in 2009 she received the prestigious Judge Eva Barnes Award for dedication and outstanding service to the legal profession. In 2005, she received the Court-Appointed Special Advocates (CASA) Scott Moore Award in recognition of her service to children who are the subjects of abuse and neglect proceedings. In 1990, she was recognized as the Outstanding Young Lawyer of Tarrant County.

    Elected Phi Beta Kappa, she received a B.A. from The University of Texas with high honors, a J.D. from The University of Texas School of Law, and an LL.M. from Duke Law School.

    Justice Lehrmann and her husband, attorney Greg Lehrmann, have a wonderful family: sons Gregory and Jonathan, both practicing attorneys, daughter-in-law Sarah, and grandchildren Jack and Haley.

  • Chris Botto, J.D.

    After graduating from Pennsylvania State University, the Dickinson School of Law in 2008, Mr. Botto was hired by the Gregg County District Attorney’s Office as a misdemeanor prosecutor. After gaining valuable criminal law experience in the County Court at Law #1 in front of Judge Rebecca Simpson, he was moved into the 124 th District Court to prosecute felony cases including Sexual Assault and Domestic Violence.

    After ten years of prosecution, Mr. Botto opened his own practice focusing on criminal defense. During a two-year period, he argued two cases in front of the Court of Criminal Appeals, the highest criminal court in Texas; one of those cases stemmed from domestic violence roots.

    In 2020, Botto changed course, joining the law firm of Boon, Calk, Echols, Coleman & Goolsby PLLC, where his practice shifted to civil litigation.

    In January 2023, Mr. Botto found his way back to the Gregg County District Attorney’s Office as one of the First Assistants. After sixteen years of criminal work, Mr. Botto has seen the good, bad, and ugly of sexual assault and domestic violence. He has tried over fifty jury trials, many pertaining to or dealing with domestic violence and sexual assault.

    It his great privilege and a true honor to be invited as a speaker. He is humbled to be a part of this speaking panel which includes giants of the sexual assault, trafficking, and domestic violence world. He hopes to continue to seek justice within the confines of the criminal justice system, and to hopefully give the survivors a louder voice.

  • Jessica Peck DNP, APRN, CPNP - PC, CNE, CNL, FAANP, FAAN

    Dr. Jessica Peck provides innovative, visionary, and award-winning nursing leadership. She is Distinguished Alumnus for both the University of Alabama and University of Texas Medical Branch. She holds the Lillian Wald Humanitarian Award from the National League for Nursing and has many policy and advocacy awards. She is a three-time Hall of Fame Inductee for nursing journal article of the year. Dr. Peck holds elite honorary designation of Fellow from both the American Association of Nurse Practitioners and the American Academy of Nursing.

    Dr. Peck is an internationally recognized anti-trafficking advocate. As President of the National Association of Pediatric Nurse Practitioners, she created the Alliance for Children in Trafficking and served as founding chair. Dr. Peck served as consultant to the US Congress and worked with the US Department of Health and Human Services and an interprofessional team to create core competencies for health professionals caring for individuals exploited and abused through trafficking. She was instrumental in passage of House Bill 2059, mandating continuing education for all care providers in Texas. She is lead medical consultant for Unbound Houston and has helped educate more than 50,000 nurses through the CE she helped design with the Texas Department of Health and Human Services. Dr. Peck has educated an additional 20,000 nurses through NAPNAP and has given more than 300 presentations to various audiences.

    Dr. Peck is currently a Clinical Professor at Baylor University in Dallas, Texas. She holds active credentials as a Pediatric Nurse Practitioner, Certified Nurse Educator, a nd Clinical Nurse Leader. Dr. Peck is a frequently requested speaker on anti-trafficking and child health promotion. She is editing the first pediatric Covid-19 textbook in the world. She has published more than 50 clinical articles for peer-reviewed journals, is a regular contributor for parenting magazines and a frequent guest on radio, television, and other media. She is the author of Behind Closed Doors: A Guide for Parents and Teens to Navigate Through Life’s Toughest Issues, released by W Publishing and ranked #1 new release on Amazon. She is creator and host of the Dr. Nurse Mama Show, a daily live program aired on American Family Radio.

  • David Scott, Ph.D.

    Dr. David Scott earned his Ph.D. in Public Affairs in 2010 from the University of Texas at Dallas in Richardson, Texas. He also holds four master’s degrees in Industrial Management (MS), Business Administration (MBA), Criminal Justice (MSCJ) and Public Administration (MPA) from the University of Texas at Tyler in Tyler, Texas. He is currently working on his Master of Science in Cyber Security and Risk Management degree. He earned professional training credentials from Bill Blackwood Institute of Texas Leadership Command College, the F.B.I. Law Enforcement Executive Development Association (LEEDA), and the Texas Commission on Law Enforcement (TCOLE). He is a certified TCOLE advanced and basic instructor for the State, a Sexual Assault Family Violence Investigators Course (SAFVIC) instructor, Advanced Child Abuse instructor and Human Trafficking investigations instructor. He also holds professional certifications in the Lean Management Black Belt Six Sigma and supply chain management.

    He has published peer-reviewed articles in the areas of domestic violence, criminal justice issues related to technology, and police administration. He currently has a patent pending involving the process of utilizing nanotechnology and latent fingerprint analysis.

    Dr. Scott was a public policy coordinator for the Texas Council on Family Violence (TCFV) overseeing the development and funding with the Domestic Violence High Risk Teams (DVHRTs) program with the Office of the Attorney General and Criminal Justice Division of Texas and providing input during the Texas Legislative sessions in both the Texas House and Texas Senate on a number of criminal justice related bills pertaining to domestic violence, sexual assault, orders of protection and firearms (2015-2022).

    Dr. David Scott served with the Longview Police Department for 2003-2015. During his career he has worked as an academy instructor for the department and East Texas Police Academy (ETPA) in Kilgore, Texas instructing investigations pertaining to child abuse, family violence, and sexual assault. Prior to promoting, he was a member of the department’s Special Weapons and Tactics (SWAT) team and later the hostage negotiation team. In 2008, he promoted to the rank of sergeant with the department. In August 2015, Dr. Scott accepted an assistant tenured track teaching position with the University of Texas at Tyler where he teaches both criminal justice and public administration. In 2022 Dr. Scott was promoted to Associate Professor at the University of Texas at Tyler.

  • Jeanne L. Allert, Ph.D.

    Founder and Chief Executive Officer, Institute for Shelter Care

    Dr. Jeanne L. Allert founded The Samaritan Women in 2007, one of the first restorative care programs for trafficking survivors in the United States. After 13 years of direct service, she created the Institute for Shelter Care, a national initiative that conducts industry research, addresses gaps in service and seeks to improve the quality care for victims of sexual exploitation.

    Jeanne served as a member of the Department of Homeland Security Blue Campaign, was the Human Trafficking Contributor for the National Advisory Council for the Conference on Crimes Against Women and is a Graduate of the FBI Citizen’s Academy. Jeanne holds a Master’s in Education, Master’s in Divinity and a Ph.D. in Counseling and Psychological Studies, specializing in domestic sex trafficking.

    Her work has been featured in numerous articles, in the 2015 documentary “In Plain Sight,” and the 2022 documentary “Sex Nation.”

  • Jane Anderson, J.D.

    Jane Anderson brings her expertise in prosecuting domestic violence, sexual violence, and human trafficking to her role as a Senior Attorney Advisor with AEquitas. Prior to joining AEquitas, Jane served as an Assistant State Attorney with Florida's Eleventh Judicial Circuit in Miami-Dade County. As a prosecutor, she tried many of the state's first human trafficking cases, including related sex crimes, racketeering, and money laundering crimes. In her role as a founding member of the Miami-Dade State Attorney's Human Trafficking Unit and Task Force, Jane developed policies and procedures to better identify and provide necessary services to trafficking victims, while ensuring offender accountability through the use of digital evidence and strategic charging decisions.

    Before focusing on human trafficking, Jane served as the Chief of Litigation for the Misdemeanor Domestic Violence Unit, where she trained new attorneys and oversaw the prosecution of domestic violence, stalking, and violations of civil protection orders. Throughout her career, Jane has prosecuted felony level crimes of all types, including homicide, kidnapping, sexual assault, and other violent crimes.

    Jane’s experience in the courtroom and in developing policies and procedures enables her to assist prosecutors and allied professionals in developing a victim-centered, offender-focused approach to cases of domestic violence, stalking, sexual violence, human trafficking, and elder abuse. She provides trainings and technical assistance related to investigations, case analysis, and trial strategy and develops resources, publications, and training curricula.

    Jane graduated cum laude with a Juris Doctor from American University, Washington College of Law. She earned a Bachelor of Arts in History from the University of Washington in Seattle. Prior to her legal career, she lived and taught English in Bangkok, Thailand. Jane is based in the San Francisco Bay Area.

  • Deena Shelton, Ph.D.

    Deena Shelton, PhD, LPC-S, ACS is the Director of Clinical Training and Associate Professor of Counseling at LeTourneau University. She is a Licensed Professional Counselor Supervisor and Counselor Educator specializing in couples and family counseling, adoption and foster care, lifespan development and family/community system influence on trauma treatment, technology use in counseling and higher education, program, and program development. Her background work includes higher education administration, counseling in private practice and university settings, career counseling, nonprofit management, community service agencies including foster care/adoption, grant writing and management, state and federal funded programs, and community-based crime prevention.

    She enjoys volunteering in her community, training and encouraging helpers to be leaders and advocates, and empowering others to find their unique ways of contributing to the overall health and wellness in their communities. She has been married for 18 years and has two children, Banks (16) and Everly (14). When she’s not working, she enjoys baking, reading, traveling, music, and art.
